The technique illustrated in this example is called Slap the Face. It is taken directly from the hand form (the hand form posture can be seen here). It also occurs as a method of pushing hands (four directions).
Although there are three stages to the technique, it must be seen as one, with no gaps that can be exploited.

Touch: The attack is met halfway by touching the opponent's arm, this deflects the force and direction of the attack. |

Deflect: Continue the movement by changing the weight to the back foot, at the same time turning the waist to the left, simultaneously placing the right hand on the opponent's arm. This enables you to redirect the oncoming force and also to maintain contact with your opponent. This technique has the effect of leading your opponent into an unfavourable position. This is soft defence. |

Counter: Once you have deflected the attack you counter by using a palm strike to the face. This is hard attack. |
There is a simple variation on this technique: instead of merely shifting the weight, a side step is used. Also, the technique is demonstrated against a right punch, rather than a left.

Touch: The attack is met halfway by touching the opponent's arm, this deflects the force and direction of the attack. At the same time, take a seven stars side step, this takes you out of the direct line of your opponent's attack. Your right hand meets the opponent's wrist and your left hand meets your opponent's elbow. |
